GENERAL DESCRIPTION Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries. Performs cybersecurity analysis work in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology (IT) Services Division. Manages and prioritizes information security and cybersecurity risk. Will also oversee IT risk assessments/audits. Researches, analyzes, evaluates, or plans security and risk management controls, participates in the development of the information security program or monitors program compliance. Performs system pre-implementation assessments for compliance with regulatory and industry requirements or reports results to management. Facilitates compliance with regulatory requirements and develops and reports on information security metrics. Work may require contact with governmental agencies and third-party providers. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES Develops and implements policies, procedures, and controls that ensure compliance with state/federal laws, regulations, and industry standards. Supports the implementation of computer system security plans with agency personnel and outside vendors. Conducts risk assessments to identify potential risks and vulnerabilities. Develops and implements risk management strategies to mitigate identified risks. Develops plans/policies to safeguard agency data against accidental or unauthorized modification, destruction, or disclosure. Develops and implements compliance training programs for employees. Works with third party providers to validate compliance with security responsibilities. Conducts compliance audits to ensure the organization is adhering to relevant regulations and standards. Works with partner ITSD staff to ensure operation and maintenance of Agency security systems and to design and ensure deployment of Agency security solutions. Advises the ISO on regulatory and industry compliance and IT best practices. Gathers and provides related information for use by the ISO to make appropriate system related decisions and to mitigate security-related problems on business operations. Performs technical security/risk assessments and reviews of new and existing applications. Performs risk lifecycle activities to include creating or modifying computer system security plans and proposing recommendations to mitigate or manage risk, including network infrastructure and internet security controls. Performs regulatory and industry requirement readiness assessments for existing architecture including network, hardware, software; provides input to Disaster Recovery and Business Continuity Planning activities. May travel up to 5% of the time. May include overnight travel. Travels by car (and possibly by plane). Must attend meetings at headquarters as required by management. Qualifications: MINIMUM REQUIREMENTS Education – Graduation from an accredited four-year college or university with major in GRC, computer science, cybersecurity, information technology security, computer engineering, computer information systems, management information systems, or related field. Experience and education may be substituted for one another on a year for year basis. Experience Cybersecurity Analyst I At least one year of experience in one or more of the following areas: Information Security, audit, policy writing, Legal/Regulatory compliance, risk assessments, or other GRC related experience. Cybersecurity Analyst II At least three years of experience in two or more of the following areas: Information Security, audit, policy writing, Legal/Regulatory compliance, risk assessments, or other GRC related experience. PREFERRED REQUIREMENTS Experience in risk audit or assessment. Experience in the development of programs, policy, and procedures. Experience with the State of Texas Legal/Regulatory compliance procedures. Experience in conducting legislative reviews and analyses to determine organizational impact. Ability to communicate effectively and professionally when engaging with colleagues, executive leadership, and key stakeholders. Must possess strong interpersonal skills to effectively convey ideas, collaborate on projects, and navigate diverse professional relationships.
