ONLY GC and USC Short Description: Under general supervision, the IT Business Analyst (BA) analyzes enterprise-wide customer business needs & participates in the planning, design & implementation of new or enhanced systems or reporting/analysis on multiple IT development projects. Complete Description: The Georgia Dept. of Transportation (GDOT) seeks a Business Analyst (BA) who will primarily assigned to analyzing IT project initiation requests and compiling documentation to facilitate new IT procurements/contracts or in-house system development. As time permits, BA may be assigned to IT Project teams. BA will gather and translate business needs into product/solution requirements. BA will collaborate with business, IT, IT Security, Legal, and Procurement stakeholders. The BA will assist with gathering information/documents from business and vendors, developing scopes of work, and preparation of materials to submit for solicitation or procurement. The BA will work hand-in-hand with business, project, and management teams. BA will solicit, understand, and analyze business needs, data, objectives, and processes. BA will translate user need into materials for successful IT initiation, design, and development. BA will conduct user interviews and joint-application-development (JAD) sessions. BA will identify business “pain points” and rank user stories/use cases potential to improve business effectiveness/performance. BA will clarify and document IT project scope, current/future state, business/application workflows, functional/system requirements, system interaction diagrams, reporting and training requirements, data mapping, logical data models, metadata, screen mock-ups, and test cases. BA will actively participate in the software development life cycle (SLDC) and transfer information to IT Project teams. BA will be responsible for demonstrating requirement traceability within work products. BA will validate requirements were met within developed products and facilitate completion of user acceptance testing. BA will assist project manager in getting dates from business units to complete reviews. Responsibilities: • Participates in the demand management process to assist the business in establishing business cases, scope, and requirements relating to requests for new systems or existing system changes

- Consults with project teams and architects to identify currently know solutions or performs market research
- Gathers information/documentation from vendors or contractors
- Translates business needs into requirements and functional/non-functional specifications
- Gather, clarify/define, and document scope, business scenarios, workflows, requirements, etc.
- Conduct interviews, workshops, and JAD sessions
- Analyzes and validates business requirements and processes, identifies opportunities for process
enhancement to benefit the Department, identifies gaps in information • Uses a structured process to define priorities and opportunties and/or works with stakeholders to define the minimum viable product (MVP) and options for improvements via subsequent phases
- Produces required work artifacts
- Communicates and presents client’s business requirements to implementation teams
- Creates systems models, specifications, diagrams, and charts to provide direction to developers and system
architects
- Works with the team to define acceptance criteria or other metrics/performance goals for the system
- Provides status updates, completes weekly work time logs, updates work tickets weekly
- Provide estimates and target dates for task completion for incorporation into project schedules or work tickets
Work Terms and Conditions: • The position end date is set for the end of the Georgia DOT fiscal year. Georgia DOT may exercise the option to renew contracts in one-year increments. Several successful consultants have continued working for several years with contract extensions. However, Georgia DOT is under no obligation to extend contracts and may terminate employment at any time. • All candidates shall be US Citizens or present a valid Permanent Residence Card (aka “Green Card”) or Employment Authorization Document (EAD). Proof will need to be provided for on-boarding. Do not submit candidates with a temporary US visitor Visa or H1-B Visa as they will not be considered. Work Schedule: • The Department has 12 holidays, which consultants are not allowed to work nor make up any time for those holiday weeks without management’s approval. Consultants are not to take extended leave during their first year of service (e.g. 2 weeks or greater) unless identified prior to offer acceptance.

- This position is on a telework/remote work schedule
- Work shall be conducted within the Eastern Time Zone with fixed scheduled work hours Monday through Friday
