Data Architect (Remote) at GovCIO in Boise, Idaho, United States Job Description Overview GovCIO is looking for a Data Architect to join our Health PMO team. The candidate should have experience with a civil agency, preferably Veterans Affairs. This is a remote working opportunity. This individual is expected to have a proven track record of working remotely with minimal direction. Office hours are M-F 8am-5pm ET. Responsibilities Create an innovative multi-environment (on-premises data centers, hyperscale clouds – Azure & AWS) secure genomic analysis on large volumes of data, including use of AI/ML techniques. The team will be responsible for the rapid acceleration, and translation of vision into architecture and delivery of systems, solutions, and services to researchers and clinicians with a high level of security and privacy. Excellent technical skills and experience in the respective areas with critical thinking to solve complex problems will be key for the success of the architects and engineers. + Define organization data strategy and policies. + Define data management and governance principles. + Design data flows and data infrastructure + Define data classification. + Design organization data architecture and implement data systems. Qualifications Required Skills and Experience + Bachelor’s degree in computer science or equivalent field with 15+ years (or commensurate experience) + Proficiency with wide range of data technologies, including but not limited to data modeling, meta-data management, data security, data privacy and governance. + Knowledge of data migration techniques + Knowledge of data technologies and implementation models in on-premises (virtualized, private cloud, IaaS, and enterprise systems) and Cloud (Azure & AWS) + Knowledge of distributed data management, data sharding techniques and efficient access algorithms, search & caching techniques, data warehouse, data lakes and lake houses + Knowledge of Data security and privacy and implementation methods + Experience in managing large volumes (multi PB) volumes of data and different types of databases (SQL, NoSQL, Objects, Files, Distributed DB) + Experience in designing and implementing efficient data access algorithms for PB’s of multiple distributed data structures. + Working knowledge of ACID properties, CAP theorem, and multi-phase data commit algorithms including Paxos + Experience in designing and managing data life cycle including data cataloguing and data classification, data filtering / masking / anonymization. + Experience in data analysis & data visualization strategy, tools, and technologies + Experience in Data Archival, Recovery and Data Loss Prevention techniques Preferred Skills and Experience + Knowledge of healthcare and genomic data concepts and structures + Experience in working with PHI, PII data, healthcare, and bioinformatics data.
