Job Description
The Decision Support Analyst 3 (DSA3) serves as Subject Matter Expert (SME) for lower-level Decision Support Analysts (DSAs) within the division. The DSA 3 independently handles highly complex clinical and financial data analysis, reporting and presentation to leaders across the organization to inform strategic decision making and other initiatives. The DSA3 delegates, directs and audits the work of lower level DSAs, guiding them through more complex consultations and evaluations of operational needs. The DSA3 develops appropriate training programs and serves as lead on assessing and offering improvement measures for processes and applications across the system. This position may be the expert for certain functions within the department, however, has a vast working knowledge of the all processes/systems within Decision Support to include: general ledger, cost accounting, productivity, budgets, report writing and the various software used in the department
Responsibilities
Job Function:
- Provides analytic and consultative support to a broad group of internal and external customers and mentors lower-level analysts on both the technical and consultative tasks in the Decision Support department.
- Consults directly with department heads, financial and clinical teams to understand their operational and data needs. Analyzes data extracted from reports and systems to formulate operational strategies and make recommendations in collaboration with leadership to direct business decisions.
- Creates, produces, and publishes all reports in a timely manner, monitoring and interpreting any trends and/or outliers. Includes narratives and analytical comments in reports to provide data analytics to customers rather than just data. Supervises and audits the work of DS analyst 1’s and 2’s to ensure a comprehensive analysis of the customer’s needs are assessed to prepare the necessary reports.
- Develops and presents presentations to various levels of administration and external audiences. Accurately interprets senior administrations objectives and develops data to support and effectively convey the message through the presentation. Directs DS 1’s and 2’s on presentation material needed.
- Serves as a lead to lower-level analysts. Identifies areas for improvement in processes and applications and proactively addresses highly complex issues. Works with all facility leaders within FMOLHS to provide consultation on areas for improvement and recommend the best reporting tools to accomplish their goals.
- Serves as SME on large processes and software applications (e.g. Budgeting builds, costing, productivity, Tableau, reporting/auditing, surveys, GL, Payroll, Press Ganey), including leading the work of lower-level Decision Support Analysts 1s and 2s within the department.
- Leads effective trainings on software applications that have significant impact on business operations and provides “live training sessions” which are recorded and accessible system wide. Trains lower-level Decision Support Analysts 1s and 2s within the department as well as new analysts within each hospital.
- Designs and executes routine operational audits of lower-level analysts’ work to ensure compliance with departmental, organization, and industry regulations/policies
- Responsible for auditing data systems/warehouses for accuracy and data integrity and maintains appropriate documentation on the data validation process. Runs any necessary reports to audit the total records in the source file versus the records loaded into the DS system. When a discrepancy is noted between the source file and the information loaded or the data is being incorrectly interpreted or compiled, consults with appropriate leaders (local facility leaders, FMOL leaders, IT leaders) to identify the root cause of the discrepancy and work toward a resolution. Lead in working with the database vendor to resolve any data submission or compilation issues and ensure historical and future data are corrected. Alerts appropriate system level and local facility level leadership when an issue is deemed significant and would lead to inappropriate decision making. Serves as the lead to DS Analyst 1’s and 2’s when they find a data integrity issue and works leads the resolution process.
- Builds the initial payroll and/or GL budgets for all facilities within FMOLHS. Audits all output for budgets during the build process to ensure the accuracy of the budget builds. Troubleshoot and resolve any issues that may arise during the build process. Reports to Analyst 4 for this function.
- Prepares concise and accurate routine and ad-hoc reports in order to ensure each hospital within FMOL is operating within budget and/or meeting its strategic objectives related to finances, market share, growth, and quality. Audits data prior to sending to end user to ensure the accuracy of the report. Always consults other analysts in DS when preparing new reports for a second audit prior to sending to intended audience.
- Initiates and/or responds to benchmarking questionnaires and surveys involving other healthcare facilities and external agencies. Summarizes data for relevant users of the information.
- Creates and loads necessary data submission files to populate data in the assigned systems or works with FMOLHS I/T to ensure that data submission files are created and loaded. Ensures all data loads are occurring timely and efficiently.
- Maintains and validates assigned software systems and/or databases needed to provide data to the facilities which may include any of the following: the Decision Support Software System, the Market Intelligence Database, the Press-Ganey Database, the Departmental Sharepoint Site, Productivity, the Budgeting System and ongoing Tableau Dashboards.
- Serves as backup support for senior-level Decision Support Analysts 4(s) for specific processes and/or applications (e.g. costing, productivity, Tableau).
Qualifications
Experience:
5 years healthcare decision support or analytics and 1 year of experience with Productivity and/or Tableau or other Business Intelligence software.
Education:
Bachelor’s Degree in Finance, Accounting, Business Administration, Engineering, ISDS, ISA or other math/science-oriented field is required.
