Your Role
ICF is seeking a Facilitator – Lead Competitive Intelligence Specialist for our Competitive Intelligence (CI) team. We are looking for an expert facilitator with a strong research background to improve ICF’s competitive stance. You will bring your facilitation skills such as key questioning techniques, problem resolution, and consensus building to competitive strategy sessions such as Black Hats. You bring a passion for making competitive analysis actionable, using innovative techniques to draw out and synthesize information, and continuing to evolve to improve the quality and impact of your work.
The CI team is a high-profile and high-performing team focused on driving ICF growth by providing actionable information on our competition to inform our growth strategy, our proposed solutions, and client interactions across federal, state & local, and utility sectors in ICF’s strategic markets.
Whilst this is a remote position, occasional travel to an ICF office may arise.
What You Will Do :
- Work closely with capture teams to lead activities in the CI workstream, including developing opportunity specific competitive landscapes and producing competitor research relevant to the evaluation criteria and facilitating black hat competitive analysis sessions.
- Work both independently and collaboratively with other members of the CI team to develop and present work products, including competitive profiles, market briefings and research findings to the senior leadership.
- Take on specific ad-hoc research, capture or Corporate Growth strategic initiative projects as requested by the CI Team lead.
- Additional responsibilities will include assisting in planning, resourcing, and developing tools and resources to provide access to competitive intelligence across ICF.
What You Will Bring with You :
- 8+ years of experience in business or market intelligence and competitive analysis in the public sector, commercial and/or utilities markets.
- Experience facilitating competitive strategy sessions, such as Black Hats, with all levels of the business, including leadership teams.
- Experience with business development or capture strategy & processes.
What We’d Like You To Bring With You:
- Experience with a wide range of data sources and Federal and State/Local industry tools, such as USAspending, GovWin, Bloomberg Government, and DACIS.
- Experience with innovative tools and resources for facilitating workshops and delivering research and information, especially in hybrid and remote environments.
- Ability to utilize collaborative tools such as Mural.
- Experience with PowerBI and Microsoft 365.
Professional Skills:
- Experience analyzing complex information from multiple sources and making sound observations and recommendations.
- Excellent facilitation, presentation, communication, and interpersonal skills.
- Flexibility in taking on a wide range of tasks against challenging deadlines.

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$92,986.00 – $158,076.00
