Overview GovCIO is currently hiring for Technical Program Lead to to assist in building and maintaining multiple major IT initiatives using Microsoft Power Platform tools and various systems and datasets to assist in providing this platform. This position is fully remote within the United States. Responsibilities The ideal candidate will have experience in building and maintaining Power Platform services and data stores. With a focus on software engineering and quality, you will collaborate with product owners, developers, and designers to provide the best value to our customers. You will internally help improve software engineering practices for the entire team. You should have an intermediate level of Power BI development experience (e.g., 3-5 years of Power BI development experience / experience with high complexity reports and data architecture). However, if possible, the candidate would have more advanced Power BI skills as demonstrated by possession of the Power BI Data Analyst Associate Certification. As a Power BI data analyst, the candidate will work closely with VA business stakeholders to identify business requirements. The candidate will need to collaborate with VA data analysts and information owners to identify and acquire data. Qualifications Required Skills and Experience Bachelors Degree in Computer Science, Information Systems, Engineering, Mathematics, Science, Technology, or Business/Business relate field plus 15 years of relevant experience 10 years of additional relevant experience may be substituted for education Utilize Microsoft Power Platform toolset, primarily Power App/Automate and Power BI in order to create a platform for data capture, workflow management and analysis. Support design and implementation of improvement planning, data analysis, assessments and organizational strategies; establish, coordinate and facilitate professional learning communities; provide guidance for tracking complex business procedures to achieve goals and overcome barriers. Conduct quantitative analysis using operations research tools, economics, and other quantitative techniques in the areas of procedural implementations and performance issues. Support creation of analysis procedures and works with team lead to facilitate analysis and gather requirements to support inputs. Provide guidance and oversee effort to assess and ensure quality of process and deliverables. Support the finding and leverage methods to extract difficult or unstructured data from systems. Use modern data analytics and business intelligence tools (ex: SQL, R, SAS, Python, Pyramid, Power BI others) to mine data from systems, compile and compare data sources, and identify impactful trends or insight related to Major Incident Management (MIM), Problem Management (PM), High Priority Incident (HPI), and Critical Priority Incident (CPI), and Root Cause Analysis (RCA). Support the collection, development, and/or editing of content for white papers and other communication devices; and assessing and evaluating the effectiveness of executive communication to effect process improvement. The candidate should be able to import data from a variety of sources, clean data via Power Query (or alternative tool) and transform data to adhere to modeling best practices. As the Compendium aggregates data from many different data sources, the candidate should be able to design and implement a data model and optimize model performance. The candidate should be able create compelling visualization and reports that meet end user requirements and provide meaningful insights on the of the VA Enterprise Supply Chain. As the Compendium will be shared with many different stakeholders, the candidate should be familiar with managing Power BI workspaces and determining distribution methods that ensure information security. The candidate should have strong communication skills to effectively share knowledge and information with others in the organization The candidate should have an understanding of knowledge management principles and best practices. This includes the ability to identify, capture, evaluate, retrieve, and share an organization’s information assets A background in systems engineering would be beneficial as the compendium includes systems engineering related knowledge. This includes understanding systems architecture, system design, and system integration As the Compendium contains many different groups of VA stakeholders, the candidate should have some experience with requirements management, but ideally have significant experience in agile management development The candidate should have the ability to train others in the organization on how to use the compendium effectively Experience in SQL Server and T-SQL Experience with the Azure Power Platform including Power BI, Power Apps, Power Automate and Power Virtual Agents Experience with SharePoint Experience with Dataverse; Data Connectors Experience developing Power Bl Dashboards and Reports Experience with MS office Products such as Word, Excel, MS Access, PowerPoint Preferred Skills and Experience Experience with REST APIs Experience in server-less cloud technologies Previous experience or knowledge of supply chain systems and technology is preferred, but not required VA or federal contracting experience Clearance Requirement: Ability to obtain and maintain a Suitability/Public Trust clearance.
