Job Summary: The Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff, G9 (ODCS, G9), Enterprise Architecture (EA) – Specialized Design and Compliance Support Services requires reliable and timely Information Technology (IT) services to support ODCS, G-9 directorates and the Army-wide installations enterprise. With a broad depth of capabilities that spans across the PWS task areas, Five Rivers Analytics, LLC (FRA) is a capable and technically qualified, mission-focused small business, honored to be considered for this requirement. FRA is a trusted and proven 8(a) small business (SB) through its current IT support to multiple US Army organizations. FRA will provide specialized design services and technical analysis services for the program office supporting installation management capabilities modeling. We will provide assistance to the program office in the execution of the design and analysis services for a range of initiatives relating to ODCS, G-9 Enterprise Architecture such as; Design and production of technical and business analysis products. Draft substantive narrative for transformation initiatives. Render technical illustrations for architecture scenarios. Technical Modeling. Data Modeling and Analysis. Compliance Support. Develop detailed recommendations for enhancing the existing architecture. Include actionable steps for modernization, cloud migration, and the implementation of DevSecOps practices. Provide analytical reports that outline the rationale and expected benefits of each recommendation. Provide clear and well-documented deliverables for all enterprise architecture design and analysis work. Deliverables will include analytical reports, architectural diagrams, narratives, outline/document process and actionable recommendations. Ensure that each deliverable contributes to the overall modernization and optimization goals. Mines and analyzes complex and unstructured data sets using advanced statistical methods for use in data driven decision making. Performs research, analysis, and modeling on organizational data. Develops and applies algorithms or models to key business metrics with the goal of improving operations or answering business questions. Implements new or enhanced software designed to access and handle data more efficiently. Provides findings and analysis for use in decision making. Performs work under minimal supervision. Handles complex issues and problems and refers only the most complex issues to higher-level staff. Possesses comprehensive knowledge of subject matter. FRA will provide experienced personnel who will work with the ODCS, G-9 Portfolio Management & Architecture Division to assist in the Government’s compliance with Federal, DoD, and Army guidance, methodologies, initiatives, and models to develop its functional domains. Responsibilities Job Responsibilities: Develop data models for business systems and capabilities, and ensure the models conform to the ERwin Metamodel Reference standard. Prepare and consolidate a release plan, database schema, and data dictionary for each system, minimum annually. Update and maintain the assessment database to be current with recurring releases of the data information model, minimum quarterly. Perform data analysis activities for installation management capabilities and generate the required models and documentation report for each, monthly. Support developing/incorporating business architecture content into IE&E Domain Capability Requirements Document (CRD) within the established time-frame. Prepare and load data dictionaries for IE&E Domain business systems into the Army Enterprise Data Services Catalog (EDSC). Work activity will comply with the format provided by the Army Office of Business Transformation, and in conformance with the established suspense and quality standard. Assist the Government in completing the data architecture taskings detailed in the annual Investment Decision Memorandum (IDM). Provide input, as needed, into the Contractor Monthly Status Report (MSR). Ad hoc On-Site support may be required by the government as needed for projects, meetings, and other special requirements. Qualifications Minimum Qualifications: Bachelor’s Degree in Data Modeling, Data Science, Computer Science, or a related field. Minimum five (5) years of proven work experience in data modeling, especially in government settings. Proficiency in data modeling tools and techniques, including ER modeling, relational databases, and NoSQL databases. Expertise in designing and maintaining data models that adhere to government data standards and compliance requirements. Strong understanding of government data architecture frameworks, such as DoDAF. Knowledge of data modeling best practices, data integration, and metadata management. Ability to collaborate with other key personnel to ensure that the enterprise architecture aligns with data modeling principles. Currently holds an active Secret clearance. Ability to provide Ad hoc On-Site support as required by the government as needed for projects, meetings, and other special requirements.
