The Idaho Department of Water Resources (IDWR) has an exciting opportunity for a remote sensing professional to help sustainably manage Idaho’s water resources. IDWR is hiring a Remote Sensing Analyst to join the Geospatial Technology Section in the State Office in downtown Boise. The Geospatial Technology Section delivers expertise, applications, data, and analyses to support all IDWR programs. The Remote Sensing Analyst will create maps of irrigation status using machine learning techniques, assist with producing satellite-based evapotranspiration products, and generate creative analyses to aid water management decision-making. There may also be opportunities to write simple web applications and to assist with micrometeorological data analysis. The ideal candidate will be fluent in Python, with experience independently writing code to manipulate and analyze tabular, raster, and vector data. Knowledge of statistics, machine learning, and experience using the Google Earth Engine API is preferred. Example of Duties + Applies a high level of advanced knowledge regarding remote sensing and GIS principles and practices + Plans, schedules, conducts, and coordinates highly technical phases of remote sensing and GIS work + Develops improved techniques and procedures to solve unusual problems requiring creativity in the modification of conventional practices + Supervises or provides lead work to professional and/or technical staff which may involve hiring, training, mentoring, and evaluating staff + Prepares technical reports documenting methodologies, scope, findings, and conclusions for publication in professional journals and/or presentation at professional conferences + Keeps current on remote sensing satellite mission operations and data characteristics + May develop and review satellite-based evapotranspiration data + Produces machine learning-based maps of irrigation status or other land cover attributes Minimum Qualifications Experience: + Planning, designing, and implementing remote sensing and GIS applications and applied research projects; preparing reports and presentations of technical material + Operating, applying, and programming ESRI software products or ERDAS image processing software products + Training adults in a group setting Typically met by at least three (3) years of professional work experience OR at least eighteen (18) upper division college credits covering the knowledge described. Good knowledge of: + Computer programming languages such as Python, R, or object-oriented languages, relational database management, and natural resource sciences Typically met by at least one (1) year of professional work experience OR one (1) year of academic research that regularly required independently writing code to analyze data, automate processes, and manipulate raster and vector data. Considerable knowledge of: + Remote sensing and GIS technology including theories, principles, analysis, data conversion, image interpretation, image processing; sampling design and cartographic principles Typically met by at least two (2) years of professional work experience learning and utilizing the knowledge described OR the successful completion of at least twelve (12) upper division college credits covering the knowledge described.
