ICF’s Disaster Management (DM) Division seeks an experienced Senior Managing Consultant to support the Strategic Resilience Practice’s growing portfolio of nation-wide hazard mitigation and resilience planning, federal grant assistance, and floodplain management projects. The DM Division supports U.S. federal agencies; state, local, tribal, and territorial (SLTT) governments; and non-governmental partners to design and implement plans, policies, and programs that promote local pre-disaster mitigation action and support long-term housing, economic, and infrastructure recovery post-disaster. Our primary clients are SLTT governments who apply for and administer Federal Emergency Management Agency (FEMA) and U.S. Housing and Urban Development (HUD) disaster recovery and hazard mitigation programs, and we are swiftly expanding to cover funds appropriated through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA). This senior-level position will have multi-faceted responsibilities related to client management, project management and technical delivery, business development, and staff mentorship. The successful candidate should be equipped to anticipate and meet our client’s needs, develop project plans and assign resources necessary to achieve the client’s objectives, lead a team to execute planning and grant-related projects, and contribute to marketing and capture efforts to grow our practice. Strong emphasis will be placed in climate planning, energy focused. This is a United States, 100% Remote-based position, and the ideal candidate must be able to travel up to 20% domestically based on current and prospective clients. Key Responsibilities Collaborate directly with clients to develop projects plans related to hazard mitigation and resilience planning, grant writing, and grant and program management. Provide sound and strategic policy and project/program management guidance to clients. Direct and guide staff to conduct open-source policy research, document reviews, and data analysis to develop initial drafts of work products. Design final deliverables and tools that provide maximum utility for the client and exhibit innovation and thought leadership. Pro-actively manage projects in accordance with contracted scope, schedule, and budget. Perform analyses for complex infrastructure projects to determine the future risk reduction benefits of hazard mitigation actions and compare those benefits with projected costs. Assist with growth and business development activities, including identifying new clients; preparing and leading proposals, developing marketing materials including white papers and opinion pieces. Mentor and support staff to enhance their base-level consultant skills. Please provide an updated resume aligned to the qualifications, skills and experience required. Must Have Qualifications: Bachelor’s degree in Planning, Public and/or Environmental Justice or Policy, Business, or similar field. 5+ years hazard mitigation and resilience planning experience, with demonstrated execution of multi-hazard risk and vulnerability assessments and mitigation strategies. 2+ years grant writing, or grant and program management experience. 2+ years of experience mentoring and directing staff. 2+ years of experience managing clients and project delivery. Preferred Qualifications: (These may set a candidate apart during consideration) Master’s degree in Planning, Public and/or Environmental Policy, Business, or similar field ASFPM Certified Floodplain Manager (CFM) or similar certifications Experience with writing or implementing grants for FEMA Hazard Mitigation Assistance (e.g., HMGP, FMA, BRIC) or HUD CDBG-DR and/or MIT programs, including experience using the FEMA BCA Toolkit Experience leading stakeholder engagement, outreach, and community meetings Experience with Geographic Information Systems (GIS) and FEMA’s Hazus Program Strong emphasis in climate planning, energy focused.
