GENERAL DESCRIPTION Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries. Performs routine project management work in support of the Texas Department of Motor Vehicles (TxDMV) Information Technology Project Management Office (IT PMO). Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works under moderate supervision, with latitude for the use of initiative and independent judgment. Official sealed transcripts of all college hours/degrees listed on State of Texas application will be required on or before the first day of employment if selected for the position. ESSENTIAL DUTIES Compiles and distributes project information, project status reports, and project budget expenditures; provides regular updates to management, project teams, and others of project related issues. Assists in training staff in the use of project management scheduling tools and provides ongoing technical assistance for users. Monitors and manages project quality to ensure that project deliverables are acceptable and fulfill the terms of the project contract or specifications. Coordinates and responds to requests for changes from the original specifications. May reviews and recommends proposals and bids to management. Assists in initiating projects, obtaining authorization and commitment, and demonstrating business need and project feasibility. May assign duties and responsibilities and coordinate the work of project staff. May compile and distribute project information, project status reports, and project budget expenditures. Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Creates documentation procedures to capture and manage changes in the original project plan. Travels up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Performs related work as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Ability to exercise sound judgment in making critical decisions, to assess project-related information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to prepare reports and charts, and to communicate effectively. Skill in the use of a Microsoft Project or other applicable project management software tools. Skill in oral and written communication to convey complex and highly technical information to a diverse audience. Skill in handling multiple ta ks, prioritizing, and meeting deadlines. Expertise in developing a collaborative, results-oriented team environment, and work across multiple stakeholders. Skill in exercising sound judgment and effective decision making. Ability to demonstrate self-motivation, self-direction, and adaptability; as well as analytical, problem-solving, and conflict resolution abilities. Qualifications: MINIMUM REQUIREMENTSEducation and Experience Graduation from an accredited four-year college or university with major course work in Computer Information Systems, Information Technology, Computer Science, Business, or another relevant field. Experience and education may be substitutes for one another. At least two (2) years of experience working under the supervision of senior managers on project related work in the field of information technology. Registration, Certification, or Licensure May require certification as a Certified Associate in Project Management (CAPM). Preferred Experience Experience successfully coordinating information technology projects with a government organization. Experience in compiling and distributing project information, status reports and project budget expenditures. Knowledge of managing contracts with external vendors in a government organization.
