The Environmental and Consumer Protection Office has a vacancy in the administration department in the IT specialist applications area for a
IT system specialist (m/f/d) for environmental management
to be filled. The main focus of the position is the organization and support of Cologne’s environmental information and management system. This is used to manage tasks within the office and to exchange data with the city offices, state offices and commercial enterprises.
The Environmental and Consumer Protection Office is heterogeneous in terms of its two eponymous core topics. The range of specialist applications used is similar, with around 320 users at present.
As an employee, you will be entrusted in particular with the creation, operation, maintenance and expansion of the office-specific IT infrastructure (hardware and software, data supply and processing, connection to municipal and external third-party systems of the state, federal government and the European Union). They work on IT projects, provide practical, methodical, advisory and conceptual support to users in the area of general IT tasks and in the area of special tasks that are implemented on the IT side via so-called specialist applications or special programs.
The special specialist procedures to be supported as part of the Cologne Environmental Information System (UIS) are mainly ArcGIS / ArcGIS Pro, SDI-Suite, QGIS (geodata processing/geodata management), ASPE (species and animal protection), Balvi IP and Balvi Mobil XT (food and animal disease monitoring), ImmisLuft (air pollutants), LimA (noise), GWBase (groundwater data management), GKSMate (goods handling border control point) and the interdisciplinary environmental management system ProUmwelt, which is currently being introduced for processing contaminated sites, construction coordination, tree protection, soil protection, IWA, UNB and environmental planning.
YOUR MAIN TASKS
You …
- integrate and expand the new environmental management system ProUmwelt and migrate the legacy system UMsys
- link the environmental management system with the geodata infrastructure (GDI)
- assume the interface function between the requirements of the specialist departments and the possibilities of IT
- advise the specialist departments on the methodology used and its further development with IT tools
- support the specialist departments in the application of specialist procedures
- carry out training for users in the specialist departments on the new environmental management system
- maintain and update the specialist area documentation, carry out error analyses independently and process faults
- cooperate with the municipal computer center to meet the requirements of the specialist procedures for operating systems, network technology, database systems and data security
YOUR PROFILE
We expect from you
You have successfully completed a (technical) university degree in a subject area relevant to the task (e.g. computer science or business informatics)
or
proven equivalent skills and experience in the IT field.

We offer you a future-oriented job in Cologne with a modern employer with all the advantages of the public sector and a regulated weekly working time of 39 hours for employees covered by collective agreements or 41 hours for civil servants with a high degree of flexibility within the scope of office-specific possibilities. The position is permanent and is available both part-time and full-time.
The position is graded according to salary group A11 career group 2, 1st entry level LBesG NRW (Salary Act for the State of North Rhine-Westphalia, formerly higher service) or according to pay group 11 of the collective agreement for the public service (TVöD IKT).
The salary range in pay group 11 (TVöD-IKT) is currently between 4,032.38 euros (experience level 1) and 5,975.19 euros (experience level 6).
Your professional experience will be taken into account when assigning you to the experience level within the pay group, insofar as this is possible under collective bargaining law.
